New Legislation Ensures Cold Beer Keeps Flowing at California's Major Events

Ever wonder what it takes to provide fresh cold beer at a stadium or concert venue? Logistics. A lot of logistics that must comply with very specific laws and protocols.

So as California prepares to host 2026 World Cup matches, the 2026 and 2027 Super Bowl, the 2028 Olympics, and multiple additional sporting events and music festivals, new legislation is focused on assuring the smooth logistics of providing beer to venues throughout the state.

“A reliable supply of beverages assures the full economic benefit from these events,” said California Beer and Beverage Distributors President/CEO Victoria Horton.  “And of course, for hundreds of thousands of fans, their expectation is to enjoy cold refreshing beer while rooting for their favorite team and athletes.”

Assembly Bill 233, by Assemblyman Mike Gipson (D-Carson), updates current law to allow beer distributors to store, sell and distribute beer from pre-positioned trailers under their control on the venue premises. This will reduce beer distribution from contributing to traffic congestion and will guarantee a continuous supply to venue taps and fridges.

“These world class events are valuable to California’s regional economies. I am pleased to author AB 233 to fine tune and optimize our statutes to support the men and women who work to ensure these events are successful,” said Gipson.

AB 233 provides a simple yet critical update to California law to adapt to modern day beer distribution logistics.

What AB 233 Does:

Under existing law, beer may be sold to licensed retailers from beer manufacturers or distributors licensed premises, or from trucks and wagons operated by them. For many special events, brewers and distributors deliver from a nearby truck to multiple retailers to meet sales demand. The retail sale is made when the beer is invoiced and delivered to the retailer. This is impractical for major events, such as the Olympics, that will require large capacity refrigerated storage trailers positioned on-site to ensure a reliable source of supply for brewers and distributors to service multiple retailer venues at these enormous events.

Under AB 233, an inventory of beer can be stored, locked and left in a secure location at an event site and be available to service a multitude of retail venues. Access to the trailer and the beer shall be controlled solely by the brewer or distributor and any delivery of beer from the trailer must be done by brewer or distributor employees. The on-site retail sale is completed when the beer is invoiced and delivered from the trailer to the retailer’s premises.

AB 233 will allow beer distributors to operate in compliance with controlled hours of access and service at restricted event venues and ensure a continuous supply of beer is available to all licensed retail venues at the Olympics, Super Bowl and other large scale and smaller events.
